Water Resources Manager
 

JOB DESCRIPTION

 

Under direction of the General Manager, the Water Resources Manager supports and implements Dominion’s vision and policy.  You will be responsible for optimizing and managing a sustainable water supply portfolio for Dominion.  You will act as a strategist and advisor to the General Manager and assist in solving complex economic, legal, social and technical issues surrounding limited water supplies and increasing demands.  You will be able to provide strategic thought leadership on water, deliver insights, and make recommendations that further the vision and goals of Dominion.

 

We are looking for a candidate who is passionate about water, water planning, and conservation planning who can manage a robust water portfolio.  This position requires an energetic, decisive, and detail-oriented person.  The ideal candidate is an organized, driven individual with excellent communication skills, able to analyze, assess and solve problems. 

 

The Water Resources Manager will partner with leadership and various internal stakeholders and colleagues to:

 

  • Optimize water and wastewater operations to ensure customers receive high-quality, dependable, and sustainable water and wastewater services;

  • Support and plan for a leading water sustainability system that sets the standard for responsible use of water;

  • Integrate rainwater harvesting into the water supply system for Dominion, recover return flows, and maximize the value of Dominion’s water supplies;

  • Develop and maintain customer relations with existing and future customers;

  • Work with neighboring governmental entities, partners, and other applicable public and private organizations to create innovative solutions to regional water and wastewater service;

  • Ensure compliance with regulatory reporting requirements;

  • Coordinate presentation materials for Board meetings and external communications;

  • Effectively build formal and informal relationship networks inside and outside the organization;

  • Optimize operations of a resilient water supply with renewable water supplies, non-tributary groundwater, rainwater, reuse, and return flows into a regional system for Northwest Douglas County; 

  • Support the regulatory processes with Douglas County, the Corps of Engineers, Colorado Department of Health, Chatfield Watershed Authority, and others;

  • Analyze and optimize current operations understanding the financial implications of the Dominion Board with a strategic long-term vision for future growth;

  • Build and maintain a partnership with partner entities to collaboratively establish and meet shared objectives of implementing new and existing contracts.

Qualifications

  • Strong data and analytics skills;

  • Strong understanding of Colorado Water Law;

  • Experience in water resources master planning and conservation and drought management planning;

  • Proven track record of effectively interacting with senior management;

  • Ability to work strategically and collaboratively;

  • Ability to think strategically and creatively;

  • Fosters a climate conducive to establishing positive working relationships;

  • Excellent written and verbal communications skills required. Must be able to easily grasp and communicate complex ideas.

 

Education And Experience

  • Minimum 10 years of relevant water resources planning, or management required in Colorado; familiarity with unique water supply in the South Platte River Basin and the WISE Partnership preferred.

  • Bachelor's Degree in Engineering, Science, Water Resources Management, or related field

Finance & Operations Manager
 

JOB DESCRIPTION

 

Under direction of the General Manager, the Finance and Operations Manager supports and implements Dominion’s vision and policy.  You will be responsible for budget planning, the operational data ecosystem, and data storytelling to meet our growing business needs. You will act as a strategist, advisor, and implementer to achieve streamlined activities within the organization based on urgency and priority. You will be able to collate and prioritize critical issues and required information to facilitate efficient decision making; delivering insights and making recommendations to help realize the vision for the organization.    


We are looking for a candidate with a strong foundation in business operations, financial management, and data management, with the ability to analyze large data sets, create digestible insights, and leverage the data to tell a story that will resonate for various audiences and is actionable.

The Finance and Operations Manager will partner with leadership and various internal stakeholders and colleagues to:

 

  • Gather and interpret a variety of information to recommend and implement solutions relating to managing the District’s finances, operational and long-term planning strategies;

  • Ensure all Dominion funds are properly expended in the best interests of Dominion’s customers;

  • Develop a strategy for identifying sources of revenue and financing opportunities;

  • Research, identify and secure grant and other public funding opportunities benefiting Dominion;

  • Support the preparation and execution of long-range financial plans;

  • Prepare various operating budgets. Monitor expenditures and ensures compliance within the approved budget;

  • Develop an annual, short-term (5-10 years) and buildout capital improvement plan and strategy to support a growing customer base;

  • Coordinate with General Manager and 3rd party accounting staff to present, document, and adjust annual budgets for approval by the Dominion Board

  • Develop strategies to optimize the utilization of District assets;

  • Coordinate presentation materials for Board meetings and external communications;

  • Effectively build formal and informal relationship networks inside and outside the organization;

  • Analyze and optimize current operations understanding the financial implications of the Dominion Board with a strategic long-term vision for future growth.

Qualifications
 

  • Strong data and analytics skills;

  • Fluent in Microsoft Excel;

  • Solid managerial and interpersonal skills;

  • Proven track record of effectively interacting with senior management;

  • Ability to work strategically and collaboratively;

  • Ability to think strategically and creatively;

  • Proven experience with financial management, decision-making, and management of major capital investment programs and evaluating operating costs;

  • Experience with long-range financial planning for a special district or municipality preferred;

  • Proven ability for leading and delivering internal projects;

  • Expert problem solver. Leverages knowledge gained through prior experience, education, or training to resolve issues and remove project barriers;

  • Extensive experience advising and coaching top executives on strategic, organizational, and communications matters;

  • Fosters a climate conducive to establishing positive working relationships;

  • Excellent written and verbal communications skills required. Must be able to easily grasp and communicate complex ideas.
     

Education And Experience
 

  • Minimum 10 years of relevant finance and operations experience required with strong Business Analysis or Financial experience in the Utility Sector; Water and Sewer Utility finance experience preferred.

  • Bachelor's Degree in Business, Finance, Accounting, or related field

  • Minimum of 2 years of supervisory experience

  • Formal leadership and business administration training desired.
