DIRECTOR OF FINANCE & ACCOUNTING  - SALARY RANGE $165,000-$180,000

JOB DESCRIPTION

 Dominion Water & Sanitation District (“the District”) is a special district formed in 2004 to provide wholesale water and wastewater services. The District was formed as part of the County’s vision to bring renewable water and access to centralized wastewater services to Northwest Douglas County. The district is building an integrated system that fully and efficiently utilizes its resources. By strategic partnering, planning for both long and short term, and integrating technology, the district is developing a reliable system for cost-effective service.

 To support the District as it continues to grow the District is seeking a Director of Finance and Accounting who excels in a fast-paced dynamic environment with both internal and external stakeholders. Under direction of the General Manager (the “GM”), the Director of Finance and Accounting will be responsible for overseeing the finance and accounting operations of Dominion Water & Sanitation District (“Dominion”). Your areas of responsibilities will include:

•         Cash management

•         Accounting

•         Financial statements

•         Reporting

•         Budget preparation and planning

•         Short-term and long-term financial forecasts

•         Capital asset planning

•         Debt management

•         Audit

•         Rate studies

 

We are looking for a candidate with a strong foundation in finance, accounting and business operations with the ability to analyze financial statements trends, develop and maintain complex financial forecasting models, and communicate effectively with members of Senior Management, the Board of Directors (the “Board) and other stakeholders.

This position requires an energetic, decisive, and detail-oriented person. The ideal candidate is an organized, driven individual with excellent communication skills who can analyze, assess, and solve problems.

The Director of Finance and Accounting will work closely with Senior Management, the Board of Directors, and other stakeholders to:

•         Oversee the finance and accounting operations of Dominion;

•         Supervise finance and accounting staff in recording Dominion’s business activities including cash receipts and disbursements, accounts payable and receivable, debt service, capital costs, draw requests and journal entries necessary to prepare financial statements;

•         Coordinate and oversee the preparation of financial statements and other reports with Dominion’s outside accountants for the Board and Finance Committee as well as other required report disclosures;

•         Coordinate and oversee the annual financial audit;

•         Work with other members of Senior Management to analyze Dominion’s operations, agreements and commitments and recommend and implement solutions relating to managing Dominion’s operations, finances, and long-term business plans;

•         Ensure all Dominion funds are properly expended in the best interests of Dominion and its customers;

•         Coordinate the preparation of reimbursement and draw requests to fund expenditures of Dominion’s capital projects;

•         Develop and maintain a short-term (3-5 years) and long-term financial forecast model, including a capital improvement plan and strategy to support a growing customer base;

•         Support the execution of short-term and long-term financial plans;

•         Oversee the annual budget process and coordinate with Senior Management and Dominion’s outside accountants to prepare, present, monitor and adjust annual budgets for approval by the Board;

•         Work with Dominion’s Rate Study consultants to review Dominion’s fees and fee structures and recommend modifications based upon study findings;

•         Develop strategies for identifying sources of revenue and financing opportunities;

•         Work with other members of Senior Management to research, identify and secure grant and other public funding opportunities benefiting Dominion;

•         Monitor compliance with debt covenants;

•         Develop strategies to optimize the utilization of Dominion’s assets;

•         Coordinate presentation materials for Board meetings and external communications;

•         Effectively build formal and informal relationship networks inside and outside the organization;

Qualifications 

•         Strong data and analytics skills;

•         Fluent in Microsoft Excel, Word, and Quickbooks as well as Adobe;

•         Solid managerial and interpersonal skills;

•         Proven track record of effectively interacting with senior management;

•         Ability to effectively supervise staff on finance and accounting matters;

•         Ability to work strategically and collaboratively;

•         Ability to think strategically and creatively;

•         Proven experience with financial management, decision-making, and management of major capital investment programs and evaluating operating costs;

•         Experience with short-term and long-term financial planning for a special district or municipality preferred;

•         Proven ability for leading and delivering internal projects;

•         Expert problem solver. Leverages knowledge gained through prior experience, education, or training to resolve issues and remove project barriers;

•         Fosters a climate conducive to establishing positive working relationships both within and outside of an organization;

•         Excellent written and verbal communications skills required. Must be able to easily grasp and communicate complex ideas.

Education And Experience

•         Minimum 7 years of relevant finance and operations experience required with strong business, financial and/or accounting experience; Water and Sewer Utility operations, finance and accounting experience preferred.

•         Bachelor's Degree in Business, Finance, Accounting, or related field, MBA or CPA preferred.

•         Minimum of 3 years of supervisory experience

•         Formal leadership and business administration training desired.
